More than 40 participants worked for 3 days with the development of the PIPE project methodlogy. The aim was to improve the project methodology by the exchange of experiences and discussions about strenghts and weaknesses. At the workshop there were also invited guests that gave interesting speaches. All participants were taken for an excursion to the unique Heddal Stavkirke and could also enjoy nice days and great Telemark scenary in beautiful norwegian autumn weather.

The workshop opened by an introduction from the management team where they evaluated the project achievements measured against the project objectives. The overall conlusion was that the project is developing according to the plan. Still all regions have to realise that time is short until the final expo in the beginning of May 2004 and there are a lot of actions to be undertaken in order to be able to present final results at the EXPO next year.

Ms. Inese Suija the coordinator of the PIPE project in Latvia gave a very good presentation about the actions and results from the PHARE funded project in Cesis.

Ms Kadri Pedas from the Estonian Ministry of economy and communication gave an interesting speach about the links between PIPE and strategies for promotion of entrepreneurship in Estonia. Ms Aija Tuna from the Soros foundation in Latvia and member of the Council for Education Programmes of the Latvian National Commission for UNESCO gave a comprehensive introduction to how creative methodology and promotion of entrepreneurship can be implemented within the framework of the Latvian school system. She underlined that it is very much up to the individual teacher and school if they like to implement new metodologies in their school plans. She adviced PIPE to show the teachers how this concept could help the teachers to improve the content of the curricullum within the different subjects.

There were also speaches from Murmansk and Severomorsk in Russia and Rovaniemi in Finland that gave examples about PIPE achievements and implementation possibilities.

During the workhops there were a great involvement in the group discussions and the whole seminar was concluded Saturday by a penal debate  between participants from regional and local authorities. The debate was moderated by Kurt Mosbakk, the former Minister of  International Trade in Norway.

Many participants expressed the need for a continuation of the PIPE network, even after the final EXPO next year. The management team was challanged to create a platform for the establishment of a PIPE forum, that is expected to be founded at the PIPE EXPO in the beginning of May 2004.
