The management team

In order to conduct the overall coordination and management, a project office is established in Spydeberg, Østfold. The financial management is located in Sarpsborg at the county council administration.

Alf S. Johansen - PIPE project manager

Project manager

Alf S. Johansen from the norwegian consulting company NKU (Norsk Kompetanseutvikling AS) is contracted as project manager for the overall coordination of the PIPE project. He is educated as bachelor in planning and public administration and has for several years been working with local and regional planning in Norway and in international projects.

Bjørn R. Opjordsmoen

Senior adviser

Bjørn R. Opjordsmoen is hired from the administration of Spydeberg municipality. He has a B.Sc degree from the University of Oslo in mathematics, geography, chemistry and education, and has worked as an educator for many years. He has been headmaster, chief of school administration and has worked as a specialist in several international projects in Africa and Europe.
