What is PIPE?
PIPE is an Interreg IIIb project including regions around the Baltic Sea. PIPE will start in the summer 2002 and will be running for the next 28 months. The project will also ask for funding from PHARE and TACIS.

 
The partners are Østfold, Telemark and Finnmark from Norway, Västra Götaland from Sweden, Rapla from Estonia, Alytus from Lithuania and Cesis from Latvia, Murmansk from Russia and Rovaniemi from Finland.
The PIPE project will contribute to a sustainable, polycentric and peaceful development within the Baltic Sea Region, by building an interregional co-operation between regions, municipalities, schools and young people. A special attention will be given to involve young people in spatial development and democratic processes by strengthening the unique regional qualities in every single region and in the Baltic Sea Region as a whole.
The main idea is to figure out the youth’s future dreams and visions, to build a bridge between the generations in order to join forces to develop a common prosperous future. A key action is to identify local and regional needs (missing links) through a creative process, and then establish a dialogue between the youth and the local and regional governmental bodies.

Participation

The project will focus on how young people can influence the local and regional development. The aim is to attract and engage the younger generation in democratic processes, being aware that they are an important resource of new ideas and energy

Identity

Focus on local and regional Identity in relation to the impact from globalisation. The project will concentrate on how local qualities and advantages can be a basis for sustainable development.

Planning

There are different planning systems in the different participating regions. Some countries give more weight to regional planning; some give more weight to municipal planning. All regions are organising a local project that is relevant for the spatial planning and which influence regional or local planning.

Entrepreneurship

Every region that is aiming to create a sustainable and prosperous future for its inhabitants has to educate their young citizens to become entrepreneurs. How this can be done and how the government can support them, are central questions for the PIPE project.
